Project Description

Khok Kathiam O&M Project is one of the large-scaled irrigation projects within the Greater Chao Phraya Project, has been in operation since 1954. Located on the left bank of the Chao Phraya River, it draws its irrigation water from Chainat-Pasak Canal as water is diverted from the river through the use of the Chao Phraya Diversion Dam. It covers the command area of approximately 408 sq.km. in Lop Buri, Saraburi, and Ayutthaya provinces. The Project’s main regulator is Khok Kathiam Head Regulator, located at km 86+107 of Chainat-Pasak Canal.

As the Khok Kathiam O&M Project has been in operation for over 50 years, the irrigation system has deteriorated despite the continuous maintenance efforts. Furthermore, the agricultural practices have become more intensive coupling with competing demands for less available supply. Therefore, there is an urgent need for project improvement to improve water management efficiency through project modernization. The RID contracted the consultant to undertake the feasibility study on the improvement of the project. The work includes preparation of Feasibility Study Report on the improvement of water management system for Khok Kathiam O&M Project, and Initial Environmental Examination report on possible effects from project improvement. The study is aimed to modernize the irrigation system and water management and to raise the efficiency, as well as to assess the potential of expanding the irrigated area to the left bank of the main canal.

The work includes the following tasks :

  • Data collection and analyses

  • Field assessment of existing irrigation system components

  • The assessment of project operation using FAO’s Rapid Assessment Procedure and Benchmarking as indices.

  • The study of present landuse and agricultural practices and the forecast of future development trends and changes.

  • Survey and study of socio-economic conditions.

  • Survey and analyze present and future water demands.

  • Conduct hydraulic survey to determine flows in the canal system, and to develop empirical formula for flow measurement, as well as to assess water delivery efficiency.

  • Study, analyze and prioritize current problems, propose solutions and alternatives for project improvement, and identify suitable alternative.

  • Undertake the design for structural measures at feasibility study level, and cost estimation. Develop project implementation plan and budget planning.

  • Conduct economic and financial analyses on the project improvement work.

  • Organization study to recommend improvement plan.

  • Develop the information system, and the decision support system for water management.

  • Conduct public relations work and public participation meetings to publicize the study work and its findings, as well as providing venues for public opinions.The feasibility study results recommend the project improvement to comprise both non-structural and structural measures as follows.

1. Improvement by Non-Structural Measures comprising :

  • Public relations work,
  • Management and organization improvement including the development and strengthening of water user groups.
  • Coordination with local administrative organizations.
  • Coordination with other governmental authorities on agricultural practice development, and promoting crop change to better suit available water supply.

2. Improvement by Structural Measures comprising :

    - Irrigation System Improvement  consists of:

  • The improvement through rehabilitation and expansion of existing irrigation system components such as control structures and irrigation canals to solve hydraulic problems in the existing system which caused water shortages.
  • The repair of broken control structures and damaged canals.
  • The improvement of control structures in drainage system.
  • The repair and installation of monitoring equipment.
  • The development and installation of telemetry system for water management.

    - The improvement of irrigation system on the left bank of main canal to expand the        irrigated area
