An integrated water resources management plan at river basin level is necessary in order to achieve an efficient water resources management. The plan should be for both surface and groundwater and cover various activities such as consumption, agricultural, industrial uses, flood alleviation and protection, water quality and other aspects including the management of related natural resources such as land uses and forestry to maximize the benefits. The integrated plan for the basin must incorporate the plans and projects formulated by every agency in the area to create an overall plan which can achieve unifiedand equitable management. Moreover, the plan must be capable of rectifying the urgent problems caused by the operation of Bang Pakong Dam.

• Projects’ Classification: The projects put forward by the participants in the first focus group meeting as well as those developed by various authorities were classified by type of project such as water sources development projects, water  resources management projects, flood alleviation projects, and the conservation of water resources and water quality projects etc.

• SWOT Analysis : To identify strengths, weaknesses, opportunities and constraints of sub-areas within the Bang Pakong-Prachin Buri and Upper Tonle Sap basins. The analysis results were used to set up the direction of implementation plan.
  
  
• Review of Visions and Goals: The projects’ visions and goals were reviewed to check their conformities with the public and authorities’ requirements.
  
  
• Development of Alternative Strategies : Alternative strategies were devised for the purpose of evaluating the suitable direction/concept for water resources management. The suitable strategy would solve problems, and lead to sustainable development of Bang Pakong- Prachin Buri and Upper Tonle Sap basins in economical, social aspects as well as maintaining the balance of the ecosystem.
