Mae Hong Son Province is an important eco-tourism and cultural attraction. The simple culture of people in Mae Hong Son, together with Thai Yai culture, attracts tourists, especially in Pai District which is well-known among foreign tourists.
In August and September 2005, a depression and Vicente/Damrey tropical storms moved pass the north of Thailand, causing heavy rain and flood in Mae Hong Son Province. The impact to communities in Mae Hong Son was so severe that the government concerned about the problem, passed a resolution to conduct feasibility study and design a flood prevention system for communities in Mae Hong Son Province during 2008 – 2010 fiscal years.
To solve flooding problem in communities within municipal and extended communities in Mae Hong Son by conducting master plan study in 5 Municipalities and 2 Subdistrict Administration Organization, feasibility study in 4 municipalities and 1 Subdistrict Administration Organization and detailed design for construction for 3 municipalities and 1 Subdistrict Administration Organization.
The feasibility studies conducted on the improvement of flood protection and drainage systems for all five municipalities and extended communities are as follow :
1) Pai Subdistrict Municipality and the Communities in Comprehensive Plan
- Flood Protection for Community and Landscape Improvement : Ban Pa Kham
Community and Ban Mueang Phrae Community, Ban Hong Community, Ban
Thung Pong Community, Ban Thung Yao Nuea and Ban Thung Yao Tai Community
- Drainage System Improvement for Community Increasing the Efficiency of Drainage: Dredging Pai River, Dredging and improving the banks of Huai Mae Kon, Re-buildinga bigger bridge across Huai Mae Kon behind Sang Thong Aram market, Dredging Huai Nam Chang, Improving box culvert
- Decreasing the Debris in the Stream :Building a debris trap in Huai Mae Kon
- Additional Measures : Installing the Telemetering System for Flood Warning for Pai River/Khong River and Setting the comprehensive plan measure covering flood risk area.
2) Pang Mapha Subdistrict Administrative Organization
- Flood Protection for Community and Brook Bank Erosion Prevention: flood
protection line along the bank of Huai Mae Lana and and the boundary line of
community.
- Drainage System Improvement for Community
- Increasing the Efficiency of Drainage: Dredging Huai Mae Lana (done by locality)
Re-building a bridge across Huai Mae Lana near Ban Mae Lana School,
Re-building a bridge across Huai Mae Lana near Mae Lana Temple, Replace the
existing damaged weir of Department of Public Works in Huai Mae Lana with a
gabion and rockfill type weir. Also install a sand sluice gate, Providing a small
vehicle for dredging and moving garbage from the streams.
- Decreasing the Debris in the Stream : Building a debris trap in Huai Mae Lana

3) Mae Hong Son Town Municipality and the Communities in the Comprehensive Plan

Huai Nam Pu, brook bank erosion prevention only the problem area and
landscape improvement.
- Increasing the Efficiency of Drainage
- Additional Measures : Setting the comprehensive plan measure covering flood
risk area
4) Mae La Noi Subdistrict Municipality
- Flood Protection for Community and River Bank Erosion Prevention
- Drainage System Improvement for Community
- Increasing the Efficiency of Drainage : Dredging Mae La Noi River (done by locality), Dredging and Improving Huai E-Nine, Improving box culvert
- Additional Measures : Installing the Telemetering System for Flood Warning for Yuam Watershed and Setting the comprehensive plan measure covering flood risk area
5) Mae Sariang Subdistrict Municipality and the Communities in the ComprehensivePlan
- Flood Protection for Community : Ban Thung Laeng - Ban Nong Pa Khaem Community, Pha Ma Lo Community
- River Bank Erosion Prevention : Mae Sariang Subdistrict Municipality, Ban Sop Han ,Ban Nong Phaknam
- Drainage System Improvement forCommunity
- Increasing the Efficiency of Drainage : Improving drainage canal, box culvert and landscape
- Additional Measures : Installing the Telemetering System for Flood Warning for Yuam Watershed and Setting the comprehensive plan measure covering flood risk area
From the results of economical analysis, it can be concluded that the Feasibility Study for the Detailed Design of Flood Protection Systems for the Community Areas in Mae Hong Son has identified 4 areas suitable for the project implementation as follows:
