Project Description |
At present, most water-resources development projects completely conducted still have been unable to help suffering people and deal with high water demands which conform to current development. Thailand is striving to develop in various aspects such as agriculture, industry, and tourism, etc. This has led to shortage of water in diverse areas; in other words, problems related to drought seem to increase in severity year after year. Hence, the Department of Water Resources, resolved to prepare this Integrated Water-Resources Management Plan in basin level. This plan comprises the management of water resources and other resources, which are related in every aspect of the development and every area wholly. In the process of setting this plan, stakeholders or people who will get affected from the implementation of the project must participate in the meetings to share their views with the government. Any related plans and projects according to the Integrated Plan will be utilized as the framework and assigned to the organizations responsible for water-resources management to practice systematically and exactly in the same direction as stated.
The scope of the study :
The study for the preparation of the Integrated Water-Resources Management Plan in the Petchaburi and the West Coast (Prachuap Khiri Khan) Basins is comprised of:
- Preliminary data survey for socio-economic aspect, natural and man-made water resources in both surface water and groundwater, and also the problems, which take place in the basin area including necessary information in water-resources management.
- Study and analysis of water-resources potential in each Sub-Basin of the basin including sorting into the developed part and the part which can be further developed with regards to other associated resources i.e. land, forest, and environment.
- Collection and analysis of the study results of which all the projects undertaken by diverse organizations will be summarized and later set up as the alternatives.
- Coordination conducted by interviewing and listening to public opinion about problems, demands, and water-resources management policy. This must be carried out with the help of basin sub-committee, local organizations, people in the area, and all the stakeholders so as to be used as the framework for setting integrated plans in various aspects e.g. water-resources development plan, water-resources management plan, and conservation and solution of water quality plan.
- Preparation of strategic plans for water-resources management to be consistent with public demands and provincial strategies in the basin area and of the country.
- Proposal of solution guidelines both in constructional and non-constructional measures by determining the framework in the duration of 5, 10, 15 and 20 years in various aspects. In doing so, the details of primary projects must be accepted by organizations and public in the basin area including related governmental offices.
- Study of Master Plan, Feasibility, Survey and Design of water grid system in the area of Petchaburi Province and Prachuap Khiri Khan Province undertaken by Khon Kaen University, which was hired by the Department of Water Resources. Since some parts of the scope have already been conducted in partial area, the consultants were asked to consider this study.
